Numbered, part 2

A little while ago, we posted wondering why the heck condiment packaging, specifically Heinz, is numbered – you know, those little packets of mustard, ketchup, vinegar, brown sauce, etc. each have a different number in the corner. No one commented volunteering an answer, so the mystery continues.
In fact, the mystery deepens! Two weeks ago we had tea in Ironbridge and on our table was a bowl of sugar packets. You guessed it, each was numbered! In this photo, we have white sugar packets #s 1, 2, 4, 5, 6 and 7. No numbers over 10, as far as we could see, and only a couple of duplicates. Any guesses as to why?

I have been wondering the same thing. Whataburger’s ketchups are numbered from 1-4. I have asked Whataburger employees and managers, and nobody knows. In fact, most of them had never noticed it before.
Still a mystery, then!
